2. Notwithstanding the specifications contained in the preceding paragraph, the establishment of aerodrome marking facilities may, in the case of difficulty in satisfying the criteria prescribed therein, due to construction works and any other circumstances, adopt other criteria differing from the criteria prescribed in the preceding paragraph.
